Discussion and proposal to sign the petition as an institute (Torun Centre for Astronomy = Centrum Astronomii = CA-UMK)

Proposal with URL + quote of the petition sent to all undergrad,
PhD students + faculty and proposed for Rada Centrum (CA Council) to vote on whether we wish to sign this as an institute:

Agenda for Rada Centrum meeting 14 Feb proposed without petition
Tue 13 Feb - new request to include in agenda
sent to all Rada Centrum members, URL sent again
Wed 14 Feb - Rada Centrum meeting
- petition was included as point 8 of agenda
- despite having had 8 days to consider the point, several Rada Centrum members had failed to read the proposal and required the point to be explained orally
- discussion of the proposal to support this as an institution was shifted to the March meeting
Tue 21 March - point again not on Rada agenda for 22 March
Wed 22 March - point discussed only as part of "any other business"
- discussion was chaotic, suggesting that very few people had actually read the petition
- several people vocal on the issue gave "realpolitik" type arguments and were mostly uncomfortable with signing as an institute
- no vote on whether or not to sign as an institution occurred, since it is believed that the Centre cannot sign in its own name, only the UMK as a whole can sign as an institution

The petition was printed out, bound and handed to the European Commissioner for research on 15 February 2007.
Signatures to the petition are still being collected, because the enlarged petition (more signatures) will be used in the European Parliament and the European Council at the appropriate points of the legislative process.
